How Defence Pay Works Under 7th CPC

Defence personnel — Army, Navy, and Air Force — use the same 7th CPC pay matrix (Level 1 to 18) as civilian Central Government employees. The fundamental structure of basic pay, increments, and pay levels is identical. However, defence compensation includes several key differences that recognize the unique conditions of military service.

The most significant difference is Military Service Pay (MSP) — a fixed monthly amount paid on top of basic pay: ₹15,500 for commissioned officers (Level 10 and above) and ₹5,200 for JCOs and Other Ranks (Level 1-9). Critically, MSP is treated as part of basic pay for the purpose of calculating DA, HRA, and other percentage-based allowances. This means defence personnel effectively earn DA and HRA on a higher base than their civilian counterparts at the same level.

Beyond MSP, defence personnel are eligible for allowances that civilians don't receive: Field Area Allowance (₹10,500-₹25,000/month based on posting area), Kit Maintenance Allowance (₹600-₹1,800/month), Ration Money Allowance (~₹2,700/month when not drawing from unit mess), and specialized allowances like Flying Allowance (25% of basic for pilots) and Submarine Allowance (25% for submarine-qualified Navy personnel). What is Military Service Pay (MSP)?

Military Service Pay compensates defence personnel for the extraordinary demands of military life: extended field postings, frequent transfers, combat risk, prolonged family separation, and the 24/7 nature of military duty. Unlike most civilian allowances, MSP is factored into DA and HRA calculations, making it a substantial contributor to total compensation.

8th Pay Commission Impact on Defence Personnel

The 8th CPC is expected to apply the same fitment factor (estimated 1.92×)to defence personnel as civilian employees. Both basic pay and MSP will be multiplied by this factor. A Sepoy's basic would rise from ₹21,700 to approximately ₹41,664, and MSP from ₹5,200 to ~₹9,984. DA resets to 0% as it is merged into the new basic pay.

For officers, the impact is significant: a Captain's basic rises from ₹61,300 to ~₹1,17,696, and MSP from ₹15,500 to ~₹29,760. The projected 8th CPC pay matrixshows all levels. OROP (One Rank One Pension) ensures retired personnel also benefit proportionally — pensions will be re-fixed using the new fitment factor. Defence pensioners receive Dearness Relief at the same rate as serving employees' DA.
