How Defence Pension Works in India
Defence pension in India operates under the Old Pension Scheme (OPS) for personnel who joined before January 1, 2004 — a defined-benefit system that guarantees 50% of last drawn pay (Basic + MSP) as pension for those with 33 years of qualifying service. For less than 33 years, pension is proportionally reduced (50% × qualifying years / 33). The minimum pension is ₹9,000 per month.
Unlike civilian employees under NPS, pre-2004 defence personnel receive a guaranteed, inflation-adjusted pensionthrough Dearness Relief (DR), which matches the DA rate for serving employees (currently 60%). This means a Havildar's basic pension of ₹17,200 effectively becomes ₹27,520/month with DR. Pension is also revised whenever a new Pay Commission is implemented — the same fitment factor applies to pensions as to serving salaries.
The One Rank One Pension (OROP) policy, implemented from July 2014, ensures that personnel who retired at the same rank and same service length receive the same pension regardless of their date of retirement. This was a landmark reform that bridged the pension gap between old and new retirees. Personnel joining after January 2004 are under NPS — see the NPS tab in the calculator above. One Rank One Pension (OROP) — What It Means
OROP is one of the most significant pension reforms for Indian defence forces. Before OROP, a soldier who retired in 1990 received a much lower pension than someone who retired at the same rank in 2010 — even though they served the same years at the same rank. This disparity grew wider with each Pay Commission revision, causing deep resentment among veterans.
Under OROP (effective July 1, 2014), pensions are equalized across all retirement cohorts for the same rank and service length. The base pension is determined by the average of the minimum and maximum pension for that rank and service bracket in the calendar year 2013. Pensions are re-fixed every 5 years thereafter. The government has spent over ₹10,000 crore in OROP arrears since 2014.
When the 8th CPC is implemented, all pensions — including OROP pensions — will be revised using the fitment factor. This means even a soldier who retired 30 years ago will see their pension increase by the same factor as a current retiree. See the fitment factor page for projection details.

NPS vs Old Pension for Defence Personnel
Personnel joining before January 1, 2004 enjoy the Old Pension Scheme — a guaranteed 50% of last drawn pay indexed to inflation via DR. This is widely considered one of the best pension benefits in India. Post-2004 joiners are under NPS, which is market-linked with no guaranteed pension amount.
From April 2025, eligible NPS personnel can opt for the Unified Pension Scheme (UPS), which guarantees 50% of the average basic pay drawn in the last 12 months of service. For defence, this means 50% of (Basic + MSP) average, making UPS attractive for those who want certainty over market-linked returns.
